Federal RegisterThe official journal of the federal government of the United States that contains government agency rules, proposed rules, and public notices. It is a daily (except federal holidays) publication. The final rules promulgated by a federal agency and published in the Federal Register are ultimately reorganized by topic or subject matter and codified in the Code of Federal Regulations (CFR), which is updated annually. | |
Federal ShareThe portion of the total project costs that are paid by Federal funds. | |
Fee Simple InterestIs the least limited interest and most complete and absolute ownership in land. The interests most commonly acquired in WSFR-administered award programs are fee title, easement and leasehold. Fee with exception to title or less than full fee is an ownership interest in land that excludes one or more interests in real property. Some examples are: a parcel with a power-line easement through it a parcel where one entity owns all interests except the mineral rights, or a parcel subject to a conservation easement. | |

Final Cost ObjectiveA cost objective which has allocated to it both direct and indirect costs and, in the non-Federal entity's accumulation system, is one of the final accumulation points, such as a particular award, internal project, or other direct activity of a non-Federal entity. | |

Financial ObligationsWhen referencing a recipient's or subrecipient's use of funds under a Federal award, means orders placed for property and services, contracts and sub awards made, and similar transactions that require payment. | |
Fixed Amount AwardsA type of grant or cooperative agreement under which the Federal awarding agency or pass-through entity provides a specific level of support without regard to actual costs incurred under the Federal award. This type of Federal award reduces some of the administrative burden and record-keeping requirements for both the non-Federal entity and Federal awarding agency or pass-through entity.
